Google has started validating your fix of Index coverage issues on your site. Specifically, we are checking for ‘Submitted URL marked ‘noindex’’, which currently affects 6 pages.
We will send the results of our test when it is complete. You can also monitor the progress of the test by following the link below.
To fix this problem, one simply have to exclude all Noindex pages from the Sitemap and click on Validate fix (as shown in the above screenshot). This recommendation from my side is not assumption but implemented experience for fixing this problem.

Here’s nothing about blocked resources. In terms of Google Webmaster; Blocked resources means any x directory is Disallowed by robots.txt file and that is not a case here. Blocked and Noindex is two different things, if something is blocked, Google cannot even see its Noindex directive added by either HTTP header or Meta tag.
So, was it a bad suggestion? No.
