I want to use the WordPress.com as the login on my site. I don’t want to use current WordPress org login. There should be only one way to login into the site and it should be WordPress.com.
How it could be done?
If you are using Jetpack plugin then you can enable it quickly.
Go to Jetpack settings > Security & enable WordPress.com log in
It is possible to completely override default login page and replace it to WordPress.com secure login page for WordPress authentication.

in functions.php. But exactly where?

It is api or function. It should not matter where you place it. You just need to make sure that it is inside <php tag and shout not be in any other function.
I added at top and it worked.
